New Opportunities Program

Providing long-term homeless housing solutions in St. Louis County. 

New Opportunities Program has experienced success with its model of teaching responsibility, accountability and independence.

All clients served have an extensive history of homelessness, substance abuse and criminal activity.   Current outcome data shows that 75% of the current clients have lived with New Opportunities for greater than six months and 30 % for one year or longer.  New Opportunities cutting edge and effective program uses a harm reduction, best practices approach which separates the criminal elements from responsivity factors such mental illness, trauma and other barriers.

The program aims to reduce and prevent people from living in programs.

Clients receive case management services which include, but are not limited to: medication reminders, assistance with transportation, arranging for meetings and appointments, and arranging for medical and social services needs. Case managers also assist with community transition from institutions, problem solving, goal setting and managing challenging behaviors.

New Opportunities Program was established in 2016 in response to a growing need for housing our homeless population in St. Louis County. The program is open to males living in Minnesota in St. Louis County.

A referral from the county is required. The first step is to call 211 to get assistance walking through the process.

What makes our program successful?

We have three phases of the program to help you work towards self-sufficiency and independence. You don’t have to do it alone. 

Phase 1 - Orientation

In phase 1, the focus is helping with  healthy re-integration into a community setting. This phase concentrates on immediate goals and limited community interactions, helping remove negative influences they may encounter in an open living environment.  Many clients come out of a treatment or a jail setting and are encouraged to get involved in the community that can include pro-social groups, therapy and ARHMS services. There is a limited number of people allowed in the apartments to help clients be successful in their long-term goals. 

Phase 2 - Responsibilities

In phase 2, clients are allowed increased independence and responsibilities and continue to work with the case manager on community needs. 

Phase 3 - Self Sufficiency

In phase 3, clients are recognized for the success they have experienced for stays over a 6-month period. Clients continue to receive support to maintain community connections  and continue to work towards self sufficiency.
